Local Heroes, Essential Savings – Empowering Thurgoona’s frontline community. Birchmore, the developer of the Hilltops established housing estate, today launched an incentives program to make it easier for healthcare workers, first responders, educators, and other essential service professionals, to own a new home at its Hilltops development in Thurgoona.
The ‘Hilltops Key Workers Program’ targets Albury’s growing frontline workforce, offering financial incentives to address housing affordability challenges while celebrating the region’s 33,601-strong labour force, including 6,350 Healthcare and Social Assistance workers, Albury’s largest employment sector.
Birchmore Managing Director Andrew Peters said key workers were essential to building and supporting local communities in Albury, Thurgoona, and their surrounds.
“Key workers are the backbone of our community. The Program is our way of giving back to those who give so much every day and give back to the community by attracting skilled labour to the area to support the existing community of Albury. We want to make home ownership achievable for our local heroes who’ve earned the chance to put down roots in a thriving neighbourhood,” he said.
Mr Peters said that with over 70% of the first Two Stages of the development already sold, the Hilltops Key Workers Program presented a timely opportunity for essential workers to secure their place in this sought-after development.
A Head-Start for Those Who Serve
The Hilltops Key Workers Program recognises the invaluable contributions of Thurgoona’s frontline workforce. With Albury’s population growing at 1.3% annually and healthcare roles expanding rapidly – evidenced by Albury Wodonga Health’s recent intake of 55 new medical graduates – the Program provides targeted relief:
• $10,000 rebate on home purchases, applied at settlement
• 5% minimum deposit requirement (vs. standard 10-20%), reducing upfront costs
• Priority access to homes in the Hilltops development, located near Albury’s new $70m emergency department
• Available for a limited time, program closes on 31 May 2025 or earlier if stage allocation is exhausted

• Healthcare (nurses, doctors, aged care workers)
• Emergency services (firefighters, paramedics, police)
• Education (teachers, childcare workers)
• Other government-recognised essential services
